Anyone who's age was 15 at any time between 1990 -1999. The idea being that the person was, at some time, old enough to take part in the cultural experiences presented by this decade.
At 5 years old in 1995, this person is highly unlikely to have experienced much, if any, of the impact within the decade. Although technically born in the 90's, any personal expression is more than likely not attributed to the culture, and by the end of the decade (1999) would still be merely 10.
With 1995 - 1996 being a median time frame of the decade, a +/- 5 rule to the age of 10 can be attributed to the person.. Any older or younger, and the person falls outside the scope of influence of the decade.
It is the term "kid" that creates confusion. Some people seem to be using it interchangeably with "adolescent". While adolescent is more closely related (in terms) to adulthood, the term "kid" can properly be used to represent anyone under the age of 18 years of age. Someone born in the 90s that claims to remember 90s culture, ignoring that a teenager is still a kid, as kid means young. They believe their teen years in 2000s-2010s, have been ruined by Simon Cowell karaoke,film remakes,reality and money grabbing tv. So they look to the 90s as their favorite decade.They get 90s history from the net,older brothers or sisters hand-me-downs,and the spill of late 90s media into the 2000s.They refuse to compare a teenage schoolkid of the 90s to a teenage 00s kid, as they are also often also a teenager.They ignore the first half of the 90s,claiming it didn't feel like the 90s-as they were too young to remember or not born.So they only see similarities with the 90s and early 2000s.
A '90s kid' has grown into a fad for the under 25s today (not much older than 16), to desperately want to be part of this group. They hold on to the idea that 'kid' can only mean pre-teen. A kid born between 1990-1999 (not 80s babies). As much as we want it people born in the 1980s were never true 90s kids as they might claim to be.
Me: Hey mom whats a 90s kid?
Mom: a 90s kid is someone born in the 1990s.
Me: That makes me a 90s kid then.
Mom: Yup.

A 90s Kid is anybody who was born between the years of 1990 and 1999. And is also anybody who had a chance to at least experience and enjoy the incredible lifestyle, and culture that the decade had to offer. The whole concept of being a 90s kid has been severely disputed by people who were born in the 80s, who claim that they are the true 90s kids because they have more memories from the time period. But fail to realize that they WEREN'T BORN inbetween those years. That's like someone being born in the 70s and calling themselves a 80s kids! Wow! But like I said If you were born between 1990 and 1999, your a 90s kid. 80s kids, I know you have more memories of the time, but let's the 90s kids have their timespot!

1)A minor that spent most of their post-toddler, pre-adolescent years in the 90s. This usually begins around age 3 & a 1/2 following a toddler transitioning into a fully aware kid, during the first 6 months of being 3.
2)A person born sometime on or between July 1, 1981 & June 30th, 1991. A "perfect" 90s kid would have been born on July 1, 1986. On January 1, 1990 they would have been 3 & a 1/2 yrs old; they would have become a teenager on July 1, 1989.
