It's when someone whose intention is to wish on 11:11 accidentally wishes too early or too late. Is usually accompanied by harsh consequences, such as having wishes denied. Similar to an epic fail.
Person 1: "I just made a wish, I hope it comes true!"
Person 2: "Dude, it's 11:09. That's a false 11:11."
Person 1: "What the fuck does that mean?"
Person 2: "It means that your wish ain't coming true. So in your case, sorry, but you still have syphilis."
Person 1: "Stop reading my diary."

The 11:11 gods is a reference to the higher being dealing with the wishes made at 11:11 and usually decide to do the complete opposite with ones wish therefore causing distress and total sorrow in life.

The watchmaker was a man who treated his creations like children. When he was too old to work, he told his “children” and they gave him immortality. Now he magically mends clocks and is like the “mailman” for good wishes. When a person makes good wishes on 11:11 a.m. or p.m., he delivers the “good news” if the wish is granted.

On the author's website, she states: You can make your "good" wishes everyday at 11:11 am or pm. The magic of 11:11 can be found any day of the month of any year. During 2011, the magic becomes stronger with the 11th day of each month as we draw closer to November 11 (the strongest day of the Wishing Year).
