Tone Setter 

Someone who escalates a situation; an instigator. “Setting the tone” is the phrase to describe said instigating. The tone setter could have absolutely nothing to do with said situation, but inserts himself regardless for entertainment and/or other nefarious motivations.

When engaging a conversation with someone feeling a certain emotion and that person makes a statement which distracts you and contradicts your current mood.

"Hey man, crazy how my aunt just died..."
"Yeah, but dude call of duty black ops 3 was announced!"
"You just tone smacked me, don't do that!"
