It used to refer to women of a certain “type” who caused trouble in unnecessary situations or complained about trivial things, but more and more it is used to refer to women in general who speak their minds about any topic. There is no widely accepted equivalent for men who ask to speak to managers, who get angry about something in public, or who speak their minds, therefore this is a chauvinistic term and unacceptable for use in an educated modern society.
