Someone who only has a job because of the government bailout. Usually someone doing construction or something similar on government owned property.

Phil: I wish they would stop redoing this street, it's the third time this year.
Ian: Yeah, all of these workers are bailout bums.

a prime example of sleep bumming would be a person suffering from sever sleepwalking, who had fallen asleep next to their best friend after consuming 3 viagra (for fun) this person would then proceede to "sleep bum"
