You may describe someone who continues to date people they aren't serious about committing to. As someone who dates unsuitables.

A person who is afraid or doesn't want to commit.
A person who you can't pair up with anyone due to commitment issues.
A person who goes out with a different girl/boy almost everyday.

He's going out with another girl again? Man, he's really unshippable.
