Used for when the person being talked about does anything that they knew better than to do. This can have a positive or negative connotation. To be buggin or over doing it or in a good case flexing.
Friend 1: Mr. Cooper, you forgot to give us the homework.

Fleeting Demographic Rule 

1. A gimmick or storyline may be reused freely and safely after a few years of dormancy.

2. The unwritten rule that, after a given number of years, there has been enough turnover in the fanbase that a writer can re-use the same gimmicks and storylines with impunity.
The fleeting demographic rule allows YouTubers to reuse jokes and catchphrases after they have become repetitive.

Wearing two (or more) fleece jackets or pullovers at once to ward-off cold weather.

Layering in fleece is common in cold regions, i.e., the upper Midwest.
