Someone with little intelligence and/or regard for their surroundings; often accompanied by the flailing of their arms/legs as they walk in a very non-graceful manner, bumping into other objects and/or people on the way to their targeted destination. IE; the general public.
"Look at that flopper over their, he's in such a hurry to get a haircut that he ran out in front of that car, nearly got ran over, then collided right into that lamp post."
"Look at that old flopper trying to park his car, he's just hit two other cars in the process and doesn't even realize it."
