To maximize the infusion of tea from a teabag into the water to ensure that it's as strong a brew as it can be. Includes both stirring and squeezing the bag(s) with a spoon or other implement. Can also be carried out when tea is required urgently and the person making the brew doesn't want to wait while it steeps naturally.
