When a member of staff (preferably airport staff) shout 'Code Bravo' it is a signal of suspicion of that a terrorist is within the
threshold. If 'Code Bravo' is used on an improper circumstance or as a racist remark, it can be taken to court / or fined.
The reason they shout 'Code Bravo' is for :
1) The protection of civillians.
2) To seek out nervous/ or abnormal behaviour of any hidden terrorists.
