A keyswitch in a Dover/ThyssenKrupp elevator. Stands for "HoistWay access ENABle" The HWENAB switch allows an elevator car to be moved with the doors open from the hoistway access switch at a terminal (top or bottom) landing.
If you want to get into the elevator pit, turn the HWENAB switch on, then use the hoistway access switch in the hallway.
