This is considered extremely disrespectful by the person being looked at and is also considered as an act of defiance by the person engaged in the act. This is usually done by a younger person to a person who is older or the same age. Older person: "Chile, don't you be cutting your eyes at me! I swear I'll knock 'em straight!"
