An adjective to describe a person or specific mannerism that is awkward to the extent that it makes you uncomfortable. A combination of the the words "permanently" and "nervous" (i.e. that person makes me permanently nervous). Synonyms include creepy, weird & awkward. Note that you can like and may even be friends with people who are pervous (e.g. Christopher Walken) Example 1: People who are socially awkward - e.g. People who share too much information in an inappropriate forum are pervous. Similarly, people with whom you regularly share an uncomfortable silence are pervous.
Example 2: People with really weird physical mannerisms - e.g. A person who blinks a lot and reminds you of a ventriloquist dummy is pervous. Example 3: People who either stare too much or avoid eye contact altogether - e.g. A person who you always say hi to in the hallway at work, but avoids eye contact and doesn't acknowledge you is pervous. An overweight, creepy, or otherwise disgusting person of authority who constantly and consistantly stares at members of the opposite sex- usually coworkers, without any idea of how uncomfortable it makes their victims. It is very difficult to perform our job correctly while being eyeraped by our boss, who sits behind us.

Felchman Function: noun Etymology: English, from a Jersey City origin. An extension of a person who turns out to be familiar with the process of "felching". 1. A person who always claims they are going out for a single drink; disappearing overnight and then sleeping off their hangover until the afternoon. 2. A person who after imbibing copious amounts of alcohol, begins to display "creepy hands" in an attempt to fondle girls whom he normally has a platonic relationship with. Scott: Did John come home last night?

articles of clothing worn by sexually deviant adults attempting to lure younger people to come 'play' with them. asking the children to see their little puppy in the car or the candy they have in their pocket to lure them is not uncommon. it is not unheard of for prisoners in for some sexually deviant act to also request grey on grey prison uniforms. nothing says you are a sick-o like an entire grey on grey outfit. (note sometimes grey underwear can be seen protruding from the pants) Synonyms include: pervert, child molester, and pedifile. I took my little sister to the park and a guy with candy talking to the little kids was wearing 'grey on grey' to get them to come over and talk.

1. A very sick puppy lacking in morals and integrity. (Not to be confused with the late Mister Fred Rogers of PBS's "Mister Rogers' Neighborhood", who was quirky and maybe a little disturbing to all but the most pure at heart, but always a gentleman and a staunch child advocate.)

2. Mr. (or Ms.) Rogers describes a teacher who uses his position to take sexual liberties with (and/or exploit) his young students. His mental workings are best described in the Vladimir Nabokov novel Lolita. The natural setting for this education preditor is high school, where he teaches subjects that offer little real-world practical application, such as geography and oceanography. (Interesting? Maybe. Practical? No!) Although, Mr. Rogers is now seen more often in the community college setting, where he offers extra credit opportunities in the backseat of his car. This deviant gives a blackeye to the honored teaching profession.
