To be a cheating and unscrupulous person who finds delight in the misery and loss of others caused by his/her own hand; devious to have created a situation whereby a person or people deserving of a situation can in no way attain what they deserve; to be an unethical, undignified and unjust scum bag who gets away with things.

To do a 'Suarez' means to in some way, most commonly racially, abuse a black person or multiple black people. For instance, destroying the hopes of a black continent by blocking a shot on the line with your hand, condemning them to an eternity or regret and suffering. Or the act of refusing to shake hands with an adorable little black man, Evra, as you don't want to dirty your hands.
