Contraction of 'still not necessary'. Used during disputes when wishing to confuse and potentially outwit one's adversary, in order to gain split-second opportunity to depart.
It's sti'nt'sary to use so many apostrophes and contractions when simply writing the full word will do.

He found it sti'nt'sary to water the garden due to the recent wet weather.
