A cell phone, when serving as a positioning locator or an eavesdropping device by a government agency, whether turned on or off. It is rendered ineffective only if the battery is removed.
Watch what you say when you have your cell phone on you. It's just a roving bug - Big Brother might be listening!

Roving Blackout 

Noun. : an evening spent doing all kinds of deplorable things, interacting with others in mostly lewd ways, and making choices which no sane individual could even dream. And then remembering nothing but a few "snap-shots" of it the next day or reading it in the police report.
I was so drunk last night. I was on a roving blackout and had to read my sent texts and check my credit card receipts, I had no idea where I was or what I did.

One night, a group of friends, the classic dilemma of selecting a dinner venue. Why pick one, when you can try them all. Like a pub crawl but food.
