Flustered & Frustrating combined into the one word to describe a feeling of both emotions when overwhelmed. Part time team members not being present full time can be flustrating as their pace is never moving at the same rate as ours.

A feeling that's a little stronger than "flustered" but not quite at the level of "frustrating." You might leave a flustrating situation in a bit of a tizzy, but it's not unmanageable. Man, that parent-teacher conference was flustrating... I need to take a few yoga breaths before the next one.
