An empty skirt is a female politician who is full of empty rhetoric but knows how to energize other low-intellectuals by winking or using populist terms such as "joe six pack" or "real America" in her speeches to gain supporters. A female version of an empty suit. Sarah Palin is an empty skirt because she tdoesnt make any sense when she talks and she uses {winks} and "you betcha!" to win blue-collar votes.
