When poor people put on their sunday's best from 1984, to go clubing in 2006 and work it like they are a perfect ten. Poor man's "good" clothes.
Girl 1: Hey Girl!, Look at you, all dressed to the nine!
Girl 2: You know it!
Girl 1: All right now!
