Originally a concept in Freudian psychoanalysis which has later spread into popular use, probably because of its rude connotations.

An anal-fixated person is someone who is excessively tidy and obsessed with neatness, appearance and order. Such people are bureaucratic-minded, petty-minded jobsworths who make other people's lives a misery by creating unnecessary hurdles, and/or who lead a sad life due to their incapacity to set aside their obsession with regularity. It is often used as an insult in cases where people are overly strict or rigid about something.

The origin is that Freud, in his early work, said that young children go through three stages, oral, anal and phallic, before the age of 5, and that successfully traversing each stage is crucial to later psychological wellbeing. (The phallic stage produces the Oedipus Complex or in girls, the Electra Complex and penis envy). If someone fails to traverse a stage, usually because of excessively rigid parenting (though also sometimes through the opposite), they become "fixated" and have unresolved libidinal (i.e. psycho-sexual) issues which overshadow their later lives.

Aggression or needless bumptiousness displayed by a man below average height when it is perceived to be an attempt to compensate for his small size.
A shorter guy is constantly jostled in a crowd by an unthinking taller guy who sees over his head. Eventually, the shorter guy reacts aggressively by verbally abusing the taller guy. The taller guy is superciliously amused because the amount of aggression shown by the shorter guy is disproportionate to his presumed physical ability to carry through his threats. "Oh - it's short man syndrome".

Gordon Brown was yesterday given two months to drop "severe and intrusive" sanctions against cross-Channel shoppers who fall foul of Government limits on cheap alcohol and cigarettes.

The European Commission threatened to refer Britain to the European Court of Justice unless it abandons the "disproportionate" methods used by Customs and Excise to stop what they claim is tax evasion.

The decision is an embarrassing blow to the Chancellor, who has been at odds with Brussels for years over the way he interprets European single market regulations that allow European Union citizens to move goods freely across borders.
