A federal law that will be put in place, to criminalize trolling that:
A) intentionally, and in certain cases unintentionally, damages a persons reputation or hurts the persons ability to function in society, due to being repeatedly targeted.
B) IS social engineering performed by a government, university /psychological study,township, religion, corporation, police force, or Miliatary that crosses ethical boundary lines that are yet to be established.

The gangstalker was found guilty of detrollment, it turned out he was part of community watch group.
