the ballooning or rapid increase in prison population. incarceration This all points up that incarceflation is with us: Even though incarceflation is not yet listed in the dictionaries, the condition definitely exists in the United States. On December 31, 2004, 2,135,901 prisoners were held in Federal or State prisons or in local jails - an increase of 2.6% from yearend 2003, less than the average annual growth of 3.4% since yearend 1995. There has been a steady increase over the years. THE PRESENT SYSTEM IS NOT WORKING. There is a persistent rise in the prison population. Parole is being held out a an anti-inflationary measure. Reforme is needed. Many think the present Federal Justice System is unjust. There is a retention of prisoers who can be released, those with no violence, no priors, no fines, no restitution. The present system lacks rehabilitation programs.Incarceflation is caused by the misconception that prison sentences reduce crime.

She officially debuted in 1998 with her single poker face. She is the first Japanese artist to have her first original seven studio albums top the charts. Although Ayumi lived with her mother, she was primarily raised by her grandmother. She has vague recollections of her father as he left the family at around the time she was two, and she has not seen him since. She grew up in a very liberal household where she was expected to do what was right for her without her mother intervening in her affairs, since her mother was always out working to support the family. In her youth, Hamasaki started her modeling career as a model for a local bank. During high school, she was considered a delinquent because of her dyed hair and short shirts which were considered extremely unconventional in Japan at that time. Eventually she dropped out of high school and moved to Tokyo to pursue a fulltime modeling career. Hamasaki used the pseudonym 'Kurumi Hamazaki', acting in low budget dramas like Miseinen and b-movies like Sumomomomomo; however, she did not find success. She was too short to become a professional model. As a result, she spent her days wandering the streets of Tokyo, shopping,... |

| 7. | Regime Change | ||
|
The concept of regime change has a venerable history. The assassination of Julius Caesar by some of his close associates in 44 BC is a famous episode in the long history of this practice. Essentially, violent regime change is attempted when a group becomes disaffected with the status quo and views further negotiations as fruitless. In this context, the overthrow of English rule by the American colonists can be viewed as an example of regime change. It is evident, therefore, that regime change may encompass a broad spectrum of activities, from targeted assassination of individuals to large-scale conflict between armies.

At the heart of regime change are often political differences between competing ideologies. (In the case of Julius Caesar it was the idea of dictatorship or republic.) This is one reason why regime change is as popular today as it was two thousand years ago: There still exist major ideological conflicts between various groups (e.g. Islamic Republic vs. Secular Republic). However, in some cases, regime change is simply a contest between competing factions for spoils with no deep ideological differences at stake. In some third world countries violent regime change has become the norm. In the democratic West, violent regime change has largely given way to more subtle methods. Here, the (electoral) ballot has generally replaced the bullet as the preferred means of effecting regime change. During the Cold-War, the two major ideological and military blocs ... |
