"Too long; didn't code-review".
When a programmer writes a piece of code and wants someone else to review it (to find mistakes, make suggestions etc.), but the code is too long and you expect the reviewers to be lazy so you sum things up for them.
This is a combination of tl;dr and code-review (cr).
