A grumpy old man who can't be bothered with anything, has all his life been in a bad mood, and generally, has a dark cloud over his head.

You, Mr. Smith, are an old blusterfuck! You have been in a bad mood for forty years, can't be bothered with anything, and you steal my happiness every time you darken my door.

Flustercluck 

Similar to its reverse, meaning a compounded fiasco where many things are going wrong at once, but in this case, flustered individuals are all talking at once, trying to solve the problem and getting nowhere. The word evokes the sound and image of a group of frightened hens.

The PTA meetings devolved into flusterclucks after the president resigned.
