These people are know as a BeBacker or BeBackers.

I had a bunch of BeBackers come in my store today, all claiming they would come back when they have money.

Be Backs 

The flashing lights located on the front and on the rear of your vehicle that when you are double parked they say "I'll Be Back". Also known as "Emergency Lights" or "Emergeny Flashers".

These coppers can't give me a ticket... I had my "Be Backs" on...

A vehicle's hazard lights. They mean "I'll be right back". Using them allows one to park illegally anywhere because... after all... you'll be right back.

Yo, officer, don't tow my car for double-parking here. Look, I had my beebacks on.

Jakob's dad is taking him to the circus on Saturday but I'm still taking him on Sunday because the beback is always better.
