Someone who charges, even friends, more for weed than is reasonable- and maintains that everyone in the group smoked more than the actually did. This person also refuses to attend social events unless Marijuana is involved in the itinerary. Cullen charged his friends 15 bucks each to smoke, even though they only took 2 hits, they called him a Weed Whore.
