Someone who has no texting abilities. They are either incredibly lame, slow, don't know the abbreviations used in texting, or don't get back with you.

One who does not understand the universal form of text messaging widely accepted by the rest of the universe or does not reply to an active text conversation in a timely manner.
If you text someone expecting a response and they don't answer or answer using words that don't make sense...they're texttarded. Thus suffering from texttardation.
