Dubya rated Brownie's fantastic hummer on national television. "Heck of a job," Dubya proclaimed, and Brownie beamed like Thomas the Tank Engine. Normally this would mean CEO of some defense or drug company at the end of the administration, but unfortunately it was during the Katrina disaster. Brownie's chances for that were severely curtailed. Not that Brownie minded, but he would have to receive his perks through the back door.

Phrase used by George W. Bush to refer to Michael Brown, then head of FEMA, during the response to Katrina. And the mocking was rightfuly deserved, as Brown was more or less inactive during the crisis, possibly delaying the establishment of refugee camps outside the city. The Mayor and the Governor fucked up completely, but Brown and Bush did as well. It is completely improper to try and protect them from blame and focus only on local and state officials.
The fact of the matter is that Mike "heck of a job" Brown fucked up the FEMA response. He did nothing to help the people of New Orleans for several days (and that is not because the evacuation is still going), and only after the National Guard finally arrived was anything done.

(note: euphemisms are used widely by politicians as a mild form of a word or phrase, in order to maintain a politically correct, less offensive tone; however, in doing so, their remarks generally come off as lame or insincere, even wimpy)
Use of "heck of a job" generally means the speaker does not have the guts (wherewithal) to speak directly, and so "softens" the phrase "hell of a job" in a euphemistic attempt to act like an everyday, regular, run-of-the-mill person.
For instance, when an Elitist like G. W. Bush, in order to appear to be a Populist, says one of his staff is doing a "heck of a job," we wonder why he doesn't just say the guy is doing a "hell of a job." I have always understood this my whole life to mean someone is doing a good job. Not a bad job. When you say someone is doing a hell of a job it means they're doing good. Its always meant that. Not till some stupid leftist idiots reversed and it used it against Bush.
Just because Bush didnt want to offend certain people doesnt mean he's doing a bad job moron. Secondly the FEMA guy didnt screw up. The blame falls on the governor of Louisiana and the mayor of New Orleans. Bush warned the governor days in advance to do something and they did nothing. Thats a fact. When ever FEMA tried to bring in supplies no one let them in because the evacuation was still in effect after the hurricane passed. It wasnt Bush or FEMAs fault.
