1.Refrence to the 2000 U.S. Presidential Elections where after contested ballot results and recounts in Florida, the Supreme Court decided George W. Bush as President. Some contest that when the ballots were recounted Bush did not actually win the election, thus critics to the process coined this phrase.
2. The title to Radiohead's sixth album which could be in refrence to the above definition. Three cheers to GW! Hail to the thief!

the song traditionally played when our gay-ass president bush enters. the oragins are unknown, but some say it has something to do with the recent rape of iraq for oil. when bush confronted the press, they imeadiately began to sing a chourus of "hail to the thief"
