These individuals can rarely be seen working, although in some cases they are forced to start black market businesses due to hunger or lack of personal hygiene products. Like Roma Gypsies, you can always expect a seeming reasonable story to explain their begging although this is usually completely made up or stolen from a classic movie plot.
