Refers to NY Mayor and presidential candidate Rudolph William Louis "Rudy" Giuliani who has a tendency to mention the attacks of 9/11 a lot, especially to remind people how well he handled it (or claims to) and how important it is to not question anybody on anything who was in any way involved in 9/11 because if you do, that makes you a traitor and a communist.

Guess what old 9u11ani brought up two dozen times in his speech?
