1.
Hip-hop and gangster cultural fashion: Wearing one's pants below the level of the waist, sometimes below the level of the buttocks, with one's boxer shorts showing. The style may date back to around 1989.

The origin of this originally young, urban, black style is unknown. A commonly accepted origin theory was that is was an outgrowth of prisons, where inmates' clothing was often too large and sometimes no belts were allowed.

It may be related to skateboard/snowboard fashion.

At least one scholar thinks there is a tie-in with African culture.

There is also some evidence that a male showing his underwear-covered buttocks in prison was, at one point, linked to a desire for sex, or a mark that a prisoner was "owned" by another prisoner, sexually. Whether this kind of showing one's buttocks has any relation to sagging is unclear.

Some areas have begun to outlaw this style recently (2011). Apparently the objection is the amount of underwear shown.
He was sagging, hitching up his pants, shuffling down the street, with a swagger. He was really busting a major sag.

2.
1. Baiting a racial group;

2. Baiting people, using racially-inflammatory issues or stereotypes.

Note: Some people consider making accusations of racism where there are likely none to be race-baiting. This is tricky because it hinges on the viewpoint of the person who is judging whether or not racism is involved. It is possible to underestimate the possibility of racism. Thus some people say people are using the race card when they are legitimately concerned that racism is a factor. Using the race-card in and of itself is not race-baiting. Using the race-card in order to bait people is race-baiting.

Is action against racism race-baiting if it's done in order to increase political action? I don't think so.
He was so irrationally intolerant of those unlike himself that he frequently burst out in race-baiting tirades, hoping to get into arguments with those he considered ethnically lower.

3.
Also race baiter;

1. One who baits a racial group;

2. One who baits anyone using racially-inflammatory issues or stereotypes.

It does not mean "one who makes a claim of racism that is believed to be dubious."

Saying that one is making a dubious claim of racism when the claim may involve racism is race-baiting.
Janet, in what looked like the action of a race-baiter, posted an article, out of the blue, about a 20 year old black man who had committed a horrible crime. Her intent was to incite anger at black people.
